Best time to visit India is from October to March as it is much cooler in Rajasthan and Southern part. If you are willing to visit North East , Kashmir or the mountain area { Like Shimla / Manali } then April to June is favourable time.
Though you shall find more of Indians wearing western outfits , thus wearing what is comfortable to you is preferred but in place of worship modest outfits are recommended.
